Sothe is so different between the two games it took me a long time to even remember he was in the first one. Thankfully most of Radiant Dawn's plot isn't really tied to the characters so much as the setting so not remembering anyone doesn't hurt too much.

Blue Lynel's have 3000 health. I'm not sure about the red one in that shock arrow area since I think he's a tad weaker, but he still has to be over 2000 health. I did a couple fury rushes on him with a power 32 weapon and barely chipped his health
In that Shock Arrow quest, while you certainly COULD fight the Lynel I don't think the game actually expects you to unless that's the last Divine Beast you're doing. Without a ton of upgraded armor and extra hearts the Lynel will straight up one-shot you and they have a crazy amount of health. I tried going through…
