You could read it that way. But as you correctly point out, that would not be aligned with the obvious intent of the drafter.

I can understand where you are coming from with that.  I felt somewhat similarly the first time I saw it.  Maybe give it another chance.  I found that when I tried to focus on the humanity of the replicants, the film took on far greater substantive depth.
