Yes, he did tell Thea. I saw it as more of a "confide in my sister" moment though. A group text about needing to talk would have been nice, is all I'm saying. He also never said anything that entire day or the next day after Susan blamed him for ruining her career and detailed to him what she knew.
I was disappointed that Oliver didn't call a team meeting about Susan after she asked him if he was the Green Arrow. He brought the team into this vigilante life and her exposing him could expose all of them. They deserved a say in the matter.
