Again, if the service isn’t provided the customer won’t pay and your product line gets replaced.  It’s already happened in my area and the county merely cancelled yard waste pickups.  Folks are already refusing to pay the full waste bill for partial service.  They are paying private haulers and neighbors with trucks.
