Pokemon ORAS has pokemon that do not work with X and Y so it is entirely plausible for it to be a Pokemon Z exclusive. Previous generations have had exactly the same thing, such as Platinum’s origin form Giratina not working in Diamond and Pearl, it would just revert to its normal form.
