Sounds to me like the administrators were lazy in communicating the guidelines for when the speech should be delivered and to whom, wrote their own without asking him if his was ready, and then got pissy when he refused to read it. It doesn’t sound like they were actively trying to censor him.

So four years of “Do your own work, no cheating, work it out yourself” culminates in “Here, read this shit we wrote for you.” Ok...
