In Canada we have something called Dangerous Offender status. In cases where someone proves a clear and present danger to the public and shows no likelihood of being rehabilitated they can be declared a dangerous offender. When they are, they’re just kept in jail forever. So we don’t really end up with cases like,

It looks like the recidivision rate is higher for sex offenders, not lower. That’s apart from the under reporting of sex crimes in general.
