If it's playable character and arcade jamma versions only, I'd point out cross-over Capcom fighters' SF characters that have SF-lore/story-based inclusion. Eagle is just as relevant to SF lore as Birdie. If I wanted to get nit-piky, I'd argue the lack of Ingrid, Gill and Dark Ryu.
