They're waiting and seeing what other developers are doing with multiplayer coop shooters. Destiny is looming big on the horizon and there are a couple PC shooters (like Firefall) that are dabbling in the shooter/mmo realm.
Assassin's Creed is actually in a fine position. It's heavily lore driven on top of it's gameplay so there is plenty to keep people coming back on a yearly basis without them having to worry about saturation.
While I agree that this kind of DLC is the best kind, I have to disagree on cosmetic stuff. Depending on what the game is, things like costumes and other cosmetic items can be pretty cool not to mention absurdly profitable. I'm with you on the single character/weapons/single level thing though 100%.
