Not brand new but even a slightly dirty carburetor will waist a ton of gas when the engine is trying to turn over.

Warming up your engine improves the gas performance and reduces engine wear, but it is better on gas and does not hurt your engine to just start the car and drive gently until the engine heats up. High revs on a cold engine is a bad combination.

Not in a car with a front facing, front mounted engine since the cooling fan is run by the serpentine belt.
