I think in this episode that dissonance starts to play a narrative role, as frankly, most of these people don't care about Poussey and aren't particularly motivated by her death. That's hard, and upsetting, but also realistic.
I think the simple answer for Piscatella seeing the video is that he follows MCC and its associated Twitter accounts. The PR guy posts the video, either to his own account or the MCC account.
I think Daya just isn't much of a long-term thinker. She acts on instinct and this is part of the reason she is so full of regret at such a young age. So, from a character perspective, she picks up the gun because it's there and she wants some power.
