The cop didn't fake pull him over. The cop turned on his light to clear a lane in response to someone that was violating traffic laws. It's not his fault the guy in the civic thought he was being pulled over.

Um, no, it's not. The left lane is for passing, not for driving. In order to pass, you must be going faster than the traffic on your right. The driver of the civic is committing a violation. The cop was being very nice in not actually writing him a ticket.
