I think when the author cites the Turkish gov’t as the source in the very same sentence as the words (not a quoted phrase) they don’t have to use the quotation marks. Plus, the words ‘terrorist attack’ are such common vernacular that the Turkish gov’t really can’t claim the phrase as its own and using quotation marks…
