I don’t know how Vermont regulates tobacco. In PA 40 years ago when I still bought both it was easier to get tobacco. And today it’s easier to buy alcohol than it was then.

But mothers have had 18 months to build upper body strength enough to carry that baby. They start carrying 6 lbs and as the baby grows so does the weight mom can handle.

That was implemented to give the state closer control on a dangerous drug that ruins +/or kills many people.  Making it slightly more difficult to obtain alcohol isn't a terrible thing.
