The incident happened because he stole a car and was driving it in a dangerous manner.

In this case murder one is justified: two murders, two attempted murders. Why assume he would have driven slowly and carefully after ramming a police car with his stolen car.

The guy should be put in jail for life or executed. That’s murder during commission of a crime. Once he assaulted the police he had to be arrested, that seems open and shut.

From the pictures the problem seems to be the curb. If they would make it the same height the cars would rub against it instead of drive on it and then ramp up into the pole. Even making it a rumble strip would fix the problem.

If you drive fast enough you will be through before the accident could happen.
