Medallions are exchanged on the free market. Several years ago, Mayor Bloomberg attempted to increase the number of medallions. The driver unions went bonkers (afraid of devaluing medallion market price).
Ehh, not so fast. The debt issues arise from the ones who purchased medallions at the height of the market. Historically, cabbies (and firms) buy the medallion and let it appreciate over years, then sell it for retirement. In 2013, medallions went for $1.3 million. More recently, around $500,000. They are upside down.…

The politicians capped the number of medallions. When Mayor Bloomberg wanted to increase medallions, all hell broke lose — because the value of a medallion would go down. So the mayor created the “green” NYC taxis - that were allowed to pick up riders only in the “outer” boroughs.
