You are thinking of only patrol cars. Police have LOTS of vehicles. Captains, lieutenants, investigators, etc all have cars.  Most surplus vehicles have low miles and no markings other than the addition of the cop lights and that giant metal center console they bolt all the computers and stuff to.  Its a great option.
