My experience is in federal court, and in bail hearings I have seen the defendant has had to put up property and find co-signers. I don't know how Oklahoma state court works.

I agree with your post except for the evidence tampering portion. That's a serious crime itself and even a whiff of it would likely result in his bail being revoked.
He's not a criminal at this point either, he's presumed innocent. The purpose of pre-trial detention is not to punish — it's to ensure a defendant's presence at court dates and protect the public from possible threats.

Bail like this, at least in the federal system, also usually includes several "financially responsible persons" as co-signers. That may all be true, but two percent foreign born speaks to a lack of diversity itself. Canada, for example, is about 20 percent foreign born.
