Yes, but intent doesn't really matter, in many ways. In some cases, where a person realizes his or her mistake and apologizes for being culturally insensitive, intent can be noted, though it can't be completely excused. Yes, it is. Blackface was used in minstrel shows and in other types of entertainment, etc. to mock and show the "stereotypical" African American. It was, of course, racist because it appropriated elements from the culture and changed them to represent a white person's view of that culture in that time period. Redface
