My ex didn't know how to do ANYTHING, and I could tell that he was hoping to get married and replace his mother with a woman he could have sex with. So I told him flat out that there was no chance in hell we were getting married until he moved out on his own and figured out how to exist.

This is, in my opinion, the way all bullying cases need to be handled. It's harassment, and often is assault, stalking, etc. and should be treated as such. If kids know there are legal consequences for their behaviours, and parents know that the police might be knocking on their doors, maybe kids wouldn't be such…
