I would actually say in the later part of the manga, the pacing issue is getting better. As there was almost no pacing at all in the first few volumes. The anime did a nice job of fixing that(eg. training part first, rather then later as a flashback).
But they haven't really try to do that though... It's still pretty much 1 episode per chapter.
Yeah it's the new guile theme, there's hundreds of good parody of it out there atm.
