I'm not sure what the FCC was talking about here, but it was probably caps on the amount of data you can d/l and u/l in a given period. Which would really suck.

@OTCIXS: It's vague because there is no definition of what each level is. What causes the meter to go from yellow to orange? How can we ever get to green? If the meter is constantly at orange, as it has been for a few years now, then it really isn't a good measure of just how great the threat is.
