After hearing the person's name, I simply respond with "Janet... why the FUCK are you calling me when I'm blatantly on the DO NOT CALL REGISTRY? How the fuck would you like it if this was you in my shoes and some obnoxious bitch..." etc etc etc

Last i checked, they took their telemarketing job by their own volition. That said, I usually just tell them that they're violating federal law (I get a lot of spam calls on my cell) and promise to report them.
