In our area, the fire department requires 150 feet of street before requiring a hammerhead or a cul-de-sac at the end. My guess is that this is technically an alley, and their city ordinance doesn’t cover alleys the same as they do streets.

The civil designer in me is mentally trying to justify this shit design.
