"Sieg Heil", the way I see it or hear it in contemporary context is as a comment on one or more who are blindly and non-questioningly obedient. It would really be alarming if you're talking about an actual nazi saying "sieg heil" to express loyalty to Hitler. Are you actually taking his quip as indicating that?
It wouldn't surprise me at all if Rachel Maddow said something like that. I know where she's coming from and I'd probably know what she probably means in the context of what she was talking about.

This article is patently disingenuous. His "gesture" was a comment on the fascism of the left in their demand for utter obedience to their notion on the norms of right and wrong. The writer well knows this. If he doesn't, then he really shouldn't be writing at all about politics.
