Having parents with poor future time orientation and impulse control which normally leads to having a child that they cannot raise and thus leaves them for adoption means that their children will be the same.

Some of it is socially constructed too. A child who has been raised in an institution for several years has missed out on a lot of parent-child interaction and nurturing. Sometimes it's hard to catch up (and remember this was decades ago before a lot of the targeted therapeutic interventions that are available now.)

That's only if a child has been taught that the way a woman dresses is about attention from men. If anything, dressing as you like and having open conversations with a kid about "wear what you want and what makes you comfortable" I think would be a great way to model independent decision-making.
