People are still comparing it to BSG. The latter was an adventure story. Caprica is not. It's like complaining that Deep Space 9 didn't have enough space exploration in it.

I mean: lack of democratic decision-making, a government that essentially turned into a military dictatorship/strong woman president, opaque elite decision-making, a heavy religious influence, skepticism or wariness of technology and progress, brutal repression of proletariat revolt, etc. etc.
