The law was specifically written to deal with prostitution. It was amended to add more emphasis on trafficking minors for prostitution, but at its base is still an anti-prostitution law.

The FBI can’t prosecute the Mann Act unless a crime occurred. The only crime that allegedly occurred was statutory rape in the state of Florida, which the FBI would have to prove to even claim the Mann Act applies.

Which I believe would’ve both covered under statutory rape laws. The Mann Act is used when the FBI wants to make a big show of cracking down on black immorality at the federal level.
