It’s a setting you have to enable. So for small groups it’s not worth it. But if you’re creating a group with the entire state’s employee list, you’re definitely going to want to limit who can send to it to a handful of people.

I think you’d be surprised how many public non-profit schools offer completely online programs from associates to doctoral degrees. Nearly all of them do. Online courses are cheaper for the schools but the state pays the same per student credit hour, so there’s a big push to move courses and programs online.
