No, I run in circles of the Web and real world that lean right, everybody I have chatted about it with is fine with paying for the wall.
If this were true then simply moving the plane around and airport would qualify.
The article indicates he plans to do something about that. The city may have covered their butts by hiring an aircraft mechanic to perform the work though.
