But that can happen with any new hire. A person can be hired, spend a short amount of time and then quit because they didn't like the job, didn't like their co-workers, got poached by a competitor, etc. Nobody ever questions those other people and their decisions though. :(

Wonderful. Debra Harrell and others in her situation though will not be working in fast-food or retail their entire lives. When Ms. Harrell gets another job, it is highly unlikely that her new employer will allow her to bring her daughter to work.

You are admitting that your "solution" does nothing to help her in her current situation. It would appear to me that Ms. Harrell already has common sense: her child is fed, clothed, goes to school and is loved and cared for. Debra Harrell just does not have affordable child care options.
OK, and how would these court mandated, state paid for, parenting classes help her with affordable child care?
