There are places to pull over if you need to adjust your brakes. Chances are, he just did a check that all his slack adjusters were set correctly.

Having driven this grade many times in the past with a fully loaded 18-wheeler, I can say with absolute certainty that descending this grade fully loaded at 45 mph is incredibly reckless; 25 mph is about the safe limit.
