The most likely answer is this: There are many thousands of people who wish places like this to be preserved in their NATURAL glory, rather than to see the results of your drunken weekend of hooliganism for the next several years....

Actually, it is. You have to show that you can parallel-park any vehicle you are licensed to drive. That’s within 6" of the curb on all axles. I doubt half of the drivers on the road across the country can even do that...

Have the rules changed? Back when I competed in SCCA/CASC professional rallies, they did not allow recce. As a result, co-drivers with extensive ‘local knowledge’ were in demand.

Circa 2000, there was one running around Rochester, NY. It had Belgian plates, and a University of Rochester parking sticker. That and a Mexican-registered Renault 19 (also with a UofR parking sticker) were the only 2 recent French cars on the roads here.
