I pointed out in another thread, it has nothing to do with any sensible energy policy. Even if all environmental regulations were removed, natural gas, thanks to fracking, which Republicans all support, will continue to supplant coal.
Also worth pointing out, Trump’s new coal mine is supplying coking coal to the steel industry - not for generating power. Coal still dominates steel-making, although natural gas fired direct-reduction iron is making serious inroads there as well because it is cheaper and cleaner than using coke.
