I was being sarcastic. No one is supposed to tell women what they can and can't do. But the MEN who are overwhelmingly in charge of both FDA and industry need to make sure the contaminants are taken out of their products (and that proper legal channels exist to protect their women consumers).

While that is a very interesting point, it isn't entirely true. Lead does, literally, make lipstick (and paint) "pop" and is used to make high-intensity colours with staying power. So yes, they are consciously adding lead to the mix in many cases.
