There is a lot that those numbers don't account for. If you work for the state and make 75k with no paycheck deduction towards your pension and benefits you're making significantly more money than the guy getting 1099'd for his consulting/construction gig. You can't deduct more than you owe, and a lot of the taxes…
??? If they withheld less, then their check went up. If they didn't, they should have received a larger refund. That's how a tax cut works. In the real world most people didn't get a tax cut, certainly not one worth buying with new federal debt.
