Sure, technically this could happen. But the EU is extremely keen to appear ‘united’, and the 27 will vote as one in whatever way they agree to. Unless it is France or Germany who allows it, you’re not going to see Greece or Spain decide to go off on their own and say no to an extension.
Except any extensions given to the UK must be agreed to unanimously by the EU’s member states. All it would take is one country deciding that allowing this farce to continue indefinitely is of no benefit to them.
You could make this list 100 games long and still be leaving good games off.
