Historically, the Southern States saw the USA as the defender of Slavery in our hemisphere. So powerful Southerners (like Secretary of War Jefferson Davis) favored a modern & well equipped army & navy. Later, they realized this had been poor reasoning….

Yes it is when appointments were so rare that they only went to young men with connections—like dads in politics. He was "away" from Houston at times that made it hard for him to fulfill his obligation to the Guard. He avoided quite a bit of danger. And quite a bit of inconvenience.
