That said, TNG made a lot of gestures at gender neutrality, particularly in the first season where some men also wore short dresses. Though someone clearly complained about that because those costumes were removed by second season. But women of rank were still addressed as "sir".
Yeah, that particular flag looks like it has Haida Gwaii influences? But it may even not be a legitimate representation of someone's culture. I found it in a quick google search.
