Happens for me on PC when I get into a brand new match as well most times.
Something I just realized... the background gun fire and explosions, I believe, are from the same track of audio that was used in the background of the second level in Halo 2, the Outskirts. (I played a lot of Halo 2 single player back in my days of dial up and I'm fairly certain it's the same audio loop.)
