The two things I would do are: a) effectively raise the height of the wall by mounting three rows of Armco where the fence is. No one is sitting behind those see-thru fences, so they could just as well be solid and b) put an out-of-bounds line down the Long Pond straight preventing three wide into that turn.

No. Scooters laying around *IS* the problem. And it isn’t “a few”. It is *ALL* the scooters laying around at times every day. These are not 100% utilized.... so literally every single one lays around for a significant part of their day.
