I found these work great as a speed deterrent. I think if the city put them in fixed locations it could be enough of a constant reminder that people would naturally adapt to drive slower.

Yeah, I agree. I used to be captivated by buying DLC because it always felt that you were stretching the game more by getting more content. Now I just wish all the content was there to begin with. I wouldn't put so much doubt on Playground Games and Turn 10 Studios for not including at least the rally upgrades though.
