I wonder if reviews like this actually feed into the purchasing of VC. Like gamers read this and go, “Well, if I spend another $20 on VC I’ll probably enjoy this more,” and then they do just that. So instead of motivating 2K to cut the toxic VC stuff, it motivates some players to buy into it.

Both can be true. I think it is still the best part of this, but I agree, the older 2K approach of making the storyline about your actual career was much stronger and more appropriate.
