If what she was doing was such a noble and good deed for her neighborhood, why would she want to shield herself from being on camera? It would seem that only someone who was doing something shameful would want to hide their face and not take credit (or face consequences) for their actions.

Given the ferocity of that fire, it might not even be possible to obtain DNA evidence. Identifying might have to be done by witness statements, video footage, and other records.
