The under-employment rate is still fairly high. The problem is underemployed is how places want to keep their employees, these days. It’s occurred to me before that people who claim fast food jobs shouldn’t pay a living wage because people aren’t supposed to stay in them forever are often the same people who complain about high turnover.

As others have pointed out: if you aren’t finding qualified candidates you: a) aren’t paying enough, b) suck at marketing for the position, c) hung up on educational requirements, or d) are unwilling to train a person for the position.

Years ago I was a manger for Target in Dallas. They sent me and a few other managers out to Midland/Odessa to help “solve” issues at the store there with productivity and customer service.
