In the Halo universe, AI's are extremely advanced. The UNSC pretty much has the best AI around. They're so intelligent in fact, that after a certain point (around 7 years) they turn rampant and lose their shit. It's not a stretch that she could hack pretty much anything considering how long she has been "alive".
