The stops around here are halfway up, or at the top of significant grades, i mean "trucks test brakes", parked cars literally slide down in winter, sidewalk is stairs, steep.

There are some states where committing a crime, even one unrelated to breaking and entry, while in possession of picks ups the crime by X amount, so like a misdemeanor public intoxication gets bumped to felony.
