He didn’t shout “Malarkey”. He responded to his opponent (Paul Ryan) by saying “That’s a lot of...malarkey.” It’s pretty clear he wanted to say “bullshit” and stopped himself at the last second. It wasn’t just randomly shouting words like a crazy person with Tourrette’s.
