Given what the letter says, is there any reason to think it went to Littlefinger and not Robin? I'm admittedly not as big of a GOT nerd as many people on here, but I always assumed an end run around Baelish straight to Robin would be part of Sansa's "I'm finally taking some initiative" arc.
