Not completely mate. As far as my understanding goes, secondary air pumps work by sending air to the exhaust to get the cats hot faster, hence work better and make the car truly more eco friendly, no cheating.

No because the euro standards for emissions and economy are completely bull shit and the manufacturers have been gaming the system over there for years. The EPA rules are far more strictly enforced and the fuel economy numbers reflect real world driving.

Well, here in California, diesels do not get put on a dynomometer for smog checks. It is a simple visual inspection, OBD2 check for fault codes and readiness monitors and then a “snap throttle” test to subjectively judge if it smokes excessively (a DPF-equipped diesel should not have a hint of soot smoke at any time).

Diesels are pretty much accepted as being worse in Europe already. America has more stringent requirements on NOx, Europe only cares about CO2 so far. That will have to change with the problems in Paris and other major cities.
